1. “Implementation Opinions” conforms to international trends and implements the concept of green recycling and low-carbon development

Foreign waste textile recycling mainly focuses on refined garbage classification, setting up recycling bins, establishing special collection centers, and corporate buybacks. The utilization methods mainly include charitable donations and second-hand clothing sales (includingExport), recycling, etc. The main way of using waste textiles in European countries is the sale of second-hand clothing, accounting for more than 50% of the total usage. 2. The “Implementation Opinions” can effectively promote resource conservation and environmental protection

According to calculations by relevant research institutions, every kilogram of waste textiles used can reduce 3.6 kilograms of carbon dioxide emissions, save 6,000 liters of water, and reduce the use of 0.3 kilograms of chemical fertilizers and 0.2 kilograms of pesticides. The recycling of waste textiles is not only conducive to improving resource utilization efficiency and solving the shortage of textile raw material resources, but also conducive to saving land resources, reducing carbon dioxide emissions, and protecting the ecological environment.

According to the development goals proposed in the “Implementation Opinions”, by 2025, the recycling rate of waste textiles will reach 25%, and the output of recycled fiber from waste textiles will reach 2 million tons. By 2030, the recycling rate of waste textiles will reach 30%, and the output of recycled fiber from waste textiles will reach 3 million tons. Achieving the goal is of great significance for reducing carbon dioxide emissions and saving energy resources.

3. The “Implementation Opinions” will help solve the problem of small and scattered waste textile recycling enterprises and promote the development of industrial agglomeration

At present, the level of recycling of waste textiles in my country is not high and is mainly restricted by four aspects. First, blended materials account for more than 85% of textile fabrics, and most of them have been printed and dyed. It is difficult to separate and remove fibers of different components. Second, the recycling products are single, mainly recycled short fibers, and the added value of the products is low. Third, recycling companies are generally small in scale. There are only a few hundred companies of a certain scale and there are tens of thousands of family workshops, making supervision difficult. Fourth, there is a lack of guidance in the consumer market. Some consumers are biased against recycled textiles and believe that recycled textiles are low-quality products.

The “Implementation Opinions” propose to expand the scale of recycling of waste textiles, strengthen the recycling of waste textiles in the textile industry, and promote the use of recycled products of waste textiles in building materials, automobile interior and exterior decoration, and agriculture. , environmental management and other fields, encourage the standardized use of waste textiles that cannot be recycled as fuel. 4. The “Implementation Opinions” focus on breakthroughs in waste uniforms to promote the development of high quality recycling of waste textiles

At this stage, our country produces a large amount of waste standard clothing every year, including military uniforms, school uniforms, work clothes and various law enforcement uniforms. Waste uniforms contain different proportions of wool-polyester, cotton-polyester and other ingredients. They are large in volume, relatively single in raw materials, and have concentrated recycling channels.
